Okula gitmeyen \u00e7ocuk say\u0131s\u0131 1997&#8217;de 112 milyondan 2014&#8217;te 60 milyona neredeyse yar\u0131 yar\u0131ya d\u00fc\u015ft\u00fc. Kaydedilen ilerlemeye g\u00f6re, y\u00fcksek\u00f6\u011fretime k\u00fcresel kat\u0131l\u0131m 2018&#8217;de 224 milyona ula\u015ft\u0131, bu da %38&#8217;lik bir br\u00fct kay\u0131t oran\u0131na denk geliyor. Bu hedef ile cinsiyet ve s\u0131n\u0131f ayr\u0131m\u0131 olmaks\u0131z\u0131n, b\u00fct\u00fcn k\u0131z ve erkek \u00e7ocuklar\u0131n\u0131n kaliteli e\u011fitime ve ya\u015fam boyu \u00f6\u011frenmeye adil ve evrensel bir bi\u00e7imde eri\u015fiminin sa\u011flanmas\u0131 ama\u00e7lanmaktad\u0131r.<\/p>\n\n\n\n<p>Hedefin alt ba\u015fl\u0131k kategorileri toplamda on ayr\u0131 b\u00f6l\u00fcmde toplanm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p><strong>4.1.&nbsp;<\/strong>2030\u2019a kadar b\u00fct\u00fcn k\u0131z ve erkek \u00e7ocuklar\u0131n\u0131n \u00fccretsiz, hakkaniyetli ve kaliteli bir ilk\u00f6\u011fretim ve orta\u00f6\u011fretimi tamamlamalar\u0131n\u0131n ve b\u00f6ylece ilgili ve etkili \u00f6\u011frenme \u00e7\u0131kt\u0131lar\u0131n\u0131n elde edilmesinin sa\u011flanmas\u0131<br><\/p>\n\n\n\n<p><strong>4.1.1.&nbsp;<\/strong>(a)2\/3 s\u0131n\u0131flar\u0131nda; (b)ilkokul sonunda ve (c) alt d\u00fczey ortaokulun sonunda en az\u0131ndan (i) okuma ve (ii) matematikte yeterlilik d\u00fczeyine sahip \u00e7ocuklar\u0131n ve gen\u00e7lerin oran\u0131, cinsiyet ayr\u0131m\u0131nda<\/p>\n\n\n\n<p><strong>4.2.&nbsp;<\/strong>2030\u2019a kadar b\u00fct\u00fcn k\u0131z ve erkek \u00e7ocuklar\u0131n\u0131n onlar\u0131 ilk\u00f6\u011fretime haz\u0131r hale getirecek kaliteli okul \u00f6ncesi e\u011fitimine eri\u015fimlerinin g\u00fcvence alt\u0131na al\u0131nmas\u0131<br><\/p>\n\n\n\n<p><strong>4.2.1.&nbsp;<\/strong>Cinsiyete g\u00f6re geli\u015fimsel olarak sa\u011fl\u0131k, \u00f6\u011frenme ve psikososyal iyi olma hali yolunda olan 5 ya\u015f alt\u0131 \u00e7ocuklar\u0131n oran\u0131<br><br><strong>4.2.2.&nbsp;<\/strong>Cinsiyete g\u00f6re planlanan \u00f6\u011frenmeye kat\u0131l\u0131m oran\u0131 (ilkokula resmi giri\u015f ya\u015f\u0131ndan bir y\u0131l \u00f6nce)<\/p>\n\n\n\n<p><strong>4.3.&nbsp;<\/strong>2030\u2019a kadar b\u00fct\u00fcn kad\u0131n ve erkeklerin eri\u015filebilir ve kaliteli teknik e\u011fitim, mesleki e\u011fitim ve \u00fcniversiteyi kapsayan y\u00fcksek\u00f6\u011fretime e\u015fit bi\u00e7imde eri\u015fimlerinin sa\u011flanmas\u0131<br><\/p>\n\n\n\n<p><strong>4.3.1.&nbsp;<\/strong>Cinsiyete g\u00f6re son 12 ay i\u00e7inde gen\u00e7lerin ve yeti\u015fkinlerin \u00f6rg\u00fcn ve yayg\u0131n e\u011fitim ve \u00f6\u011fretime kat\u0131lma oran\u0131<\/p>\n\n\n\n<p><strong>4.4.&nbsp;<\/strong>2030\u2019a kadar istihdam, insana yak\u0131\u015f\u0131r i\u015flerde \u00e7al\u0131\u015fma ve giri\u015fimcili\u011fe y\u00f6nelik teknik ve mesleki becerileri de kapsayan ilgili becerilere sahip gen\u00e7lerin ve yeti\u015fkinlerin say\u0131s\u0131n\u0131n \u00f6nemli \u00f6l\u00e7\u00fcde art\u0131r\u0131lmas\u0131<br><\/p>\n\n\n\n<p><strong>4.4.1.&nbsp;<\/strong>Yetenek tipine g\u00f6re bilgi ve ileti\u015fim teknolojileri (B\u0130T) yetene\u011fine sahip gen\u00e7 ve yeti\u015fkinlerin oran\u0131<\/p>\n\n\n\n<p><strong>4.5.&nbsp;<\/strong>2030\u2019a kadar e\u011fitim alan\u0131ndaki toplumsal cinsiyet e\u015fitsizliklerinin ortadan kald\u0131r\u0131lmas\u0131 ve engelliler, yerliler ve k\u0131r\u0131lgan durumdaki \u00e7ocuklar d\u00e2hil, k\u0131r\u0131lgan insanlar\u0131n her d\u00fczeyde e\u011fitim ve mesleki e\u011fitime e\u015fit bi\u00e7imde eri\u015fimlerinin sa\u011flanmas\u0131<br><\/p>\n\n\n\n<p><strong>4.5.1.&nbsp;<\/strong>Bu listede ayr\u0131\u015ft\u0131r\u0131labilecek t\u00fcm e\u011fitim g\u00f6stergeleri i\u00e7in parite endeksleri (veri elveri\u015flili\u011fine ba\u011fl\u0131 olarak kad\u0131n\/erkek, k\u0131r\/kent, en alt\/en \u00fcst servet %20&#8217;likleri ve engellilik durumu, yerli insanlar ve \u00e7at\u0131\u015fmalardan etkilenenler gibi di\u011ferleri)<\/p>\n\n\n\n<p><strong>4.6.&nbsp;<\/strong>2030\u2019a kadar b\u00fct\u00fcn gen\u00e7lerin ve hem kad\u0131n hem de erkek olmak \u00fczere yeti\u015fkinlerin b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcn\u00fcn okuryazar olmas\u0131n\u0131n ve matematiksel beceriler kazanmas\u0131n\u0131n g\u00fcvence alt\u0131na al\u0131nmas\u0131<br><\/p>\n\n\n\n<p><strong>4.6.1.&nbsp;<\/strong>Cinsiyete ayr\u0131m\u0131nda, (a) okuryazarl\u0131k ve (b) aritmetik becerilerde i\u015flevsel a\u00e7\u0131dan en az belirli bir d\u00fczeyde yeterlili\u011fe sahip belirli bir ya\u015f grubundaki n\u00fcfusun y\u00fczdesi<\/p>\n\n\n\n<p><strong>4.7.&nbsp;<\/strong>2030\u2019a kadar s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma ve s\u00fcrd\u00fcr\u00fclebilir ya\u015fam tarzlar\u0131 i\u00e7in e\u011fitim, insan haklar\u0131, toplumsal cinsiyet e\u015fitli\u011fi, bar\u0131\u015f ve \u015fiddete ba\u015fvurmama k\u00fclt\u00fcr\u00fcn\u00fcn geli\u015ftirilmesi, d\u00fcnya vatanda\u015fl\u0131\u011f\u0131 ve k\u00fclt\u00fcrel \u00e7e\u015fitlili\u011fin ve k\u00fclt\u00fcr\u00fcn s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nmaya katk\u0131s\u0131n\u0131n takdiri yoluyla b\u00fct\u00fcn \u00f6\u011frenciler taraf\u0131ndan s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nman\u0131n ilerletilmesi i\u00e7in gereken bilgi ve becerinin kazan\u0131m\u0131n\u0131n sa\u011flanmas\u0131<br><\/p>\n\n\n\n<p><strong>4.7.1.&nbsp;<\/strong>(i) K\u00fcresel vatanda\u015fl\u0131k e\u011fitiminin ve (ii) cinsiyet e\u015fitli\u011fi ve insan haklar\u0131 da d\u00e2hil olmak \u00fczere s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma i\u00e7in e\u011fitiminin;
